Please contact us for more information. Drills and Simulations Beach Cities CAER members regularly participate in drills and simulations in order to continually improve emergency response techniques. On October 27, 2005, an emergency response drill was held at the El Segundo Power Plant. The scenario: an aqueous ammonia truck was delivering a load of 29% ammonia (simulated with a truckload of distilled water) to the power plant when the transfer hose ruptured, spraying the tanker truck driver and rendering him unconscious. The ammonia rupture was quickly detected by plant operators. The Shift Supervisor dialed 911 and requested an emergency response by the El Segundo Fire Department. Upon arrival, the Incident Commander called for assistance from the Manhattan Beach Fire Department and Los Angeles County HazMat Station 105. A rescue of the unconscious driver was performed by El Segundo firefighters, with Los Angeles County Fire Department HazMat team members shutting down the leak by entering the hot zone and turning off the supply to the ruptured hose. This drill was made possible through the permission of El Segundo Power, and resources of Pacific Diazo Products, the ammonia manufacturer. Thanks also go to the Los Angeles County, Manhattan Beach and El Segundo Fire Departments who participated in the response to this simulated incident. ©
